Canada jointly released its National Strategy and Action Plan for Critical Infrastructure to address the full range of risks and threats to critical infrastructure.
The Action Plan calls for the creation of a National Cross-Sector Forum to promote collaboration across the sector networks and address cross-jurisdictional and cross-sectoral interdependencies. One of the key actions will be to form a Federal-Provincial-Territorial Critical Infrastructure Working Group that has sector-wide representation. Additionally, in order to boost information sharing, this working Group will create an information-dessimination framework. Each sector will also do a risk-assessment analysis and these sector risk-profiles will be used to develop sector-specific work plans that will be implemented by the Federal-Provincial-Territorial Critical Infrastructure Working Group
Canadian Minister of Public Safety Vic Toews noted that these documents "will strengthen [Canada’s] ability to protect vital assets and systems, such as electricity grids, transportation networks, financial systems and telecommunications," said Toews. "It will also strengthen our collective readiness to respond and recover from emergencies, attacks and disasters." The document is the product of a multi-year effort between the government and industries to put in place a cross-disciplinary plan for critical infrastructure protection.
The Canadian Electricity Association (CEA) President and CEO Pierre Guimond said, “As owners and operators of some of the country’s most critical infrastructure, the Canadian electricity sector has participated fully in the development of this Action Plan. The prevention, preparedness and response to threats to our critical infrastructure, both physical and cyber, is a major preoccupation of our members in their mission to deliver safe, reliable and sustainable electricity to all Canadians.”
